INVESTMENT OFFICER

In accordance with the Local Government Code, Section 116.112(a) and the Government Code, Sections 2256.005(f) and (g), Harris County Commissioners Court appoints the Deputy Executive Director, Office of Management and Budget to serve as the County Investment Officer to manage and oversee the investment of funds under the County’s direct control and for the other entity funds stated in the Investment Policy in Article II, Section 2.01. Scope.

INVESTMENT POLICY

This Investment Policy is adopted by Harris County Commissioners Court as the governing body of Harris County pursuant to the Texas Government Code, Title 10, Chapter 2256 (Public Funds Investment Act) and Texas Local Government Code, Chapter 116.112. The Policy will be reviewed and adopted by court order at least annually in accordance with the Texas Government Code 2256.005(e).

OTHER ENTITIES

The County, through the Financial Management Division, acts as an Investment Agent for the following entities:

  • 9-1-1 Emergency Network
  • Community Supervision & Corrections
  • Harris County Juvenile Probation Board
  • Harris County-Houston Sports Authority
  • Harris County Hospital District
  • Harris County Redevelopment Authority & TIRZ 24
  • Harris County Sports & Convention Corporation

PORTFOLIOS

Harris County’s investment portfolio, which includes the Harris County Toll Road Authority and Harris County Flood Control District, at Fiscal Year-End 2023 was $4.4 Billion and the county’s managed portfolios of other entities was $2.4 Billion.

AUTHORIZED BROKER/DEALER LIST

The Investment Officer maintains an authorized broker/dealer list of firms. Broker/dealers that wish to be considered to do business with the County may email their contact information to HCInvestments@bmd.hctx.net to be placed on a waiting list for the upcoming evaluation period. The evaluation period will take place in June of even years. Broker/dealers that have emailed their contact information prior to the evaluation period will receive a questionnaire and additional information to be included in the evaluation process.

FINANCE COMMITTEE

The Finance Committee meets at least quarterly and is comprised of representatives from each of the following offices:

  • County Judge
  • Commissioner, Precinct 1
  • Commissioner, Precinct 2
  • Commissioner, Precinct 3
  • Commissioner, Precinct 4
  • Hilltop Securities (Financial Advisors)
